Турнир проходил в два этапа. На первом этапе двенадцать участников были разделены на три группы по четыре команды в каждой. На втором этапе были сформированы две группы, одна из которых состояла из победителей и призеров из всех групп первого этапа (всего шесть команд), чтобы оспорить титул турнира. Вторую группу составили оставшиеся шесть команд, которые разыграли позиционные места (с 7-го по 12-е). Все группы на обоих этапах сыграли в едином круговом формате.
