The 2021 Hungarian opposition primary is a planned primary election to select the candidate for Prime Minister[1][2] supported by the opposition parties running together in the 2022 Hungarian parliamentary election. If held, it would be the first countrywide primary election in Hungary. The parties are expected to also select common candidates for single-member districts via the primary.[3] The exact format and electoral system are yet to be determined.

The agreement to hold the primary for the Prime Minister candidate was reached on 15 November 2020 between the following parties: Democratic Coalition, Jobbik, LMP – Hungary's Green Party, Momentum Movement, Hungarian Socialist Party and Dialogue for Hungary. These parties were supported by most opposition voters in the previous election, having received 46.47% of the party list vote. On 20 December 2020, they also agreed on presenting a single party list for the election.[4] A document about the foundations of the common election manifesto was signed by the party leaders on 5 January 2021.[5]

According to the decision, the primary process will be ended by 23 October 2021.

Electoral process[edit]

Primaries will be held for both the PM Candidate and candidates for the National Assembly in all 106 districts. A prime ministerial candidate will have to provide 20 000 signatures in support, while a constituency candidate has to provide 400. Independent candidates can participate, but they have to declare an affiliation to one of the six parties.

Voting is expected to start in August 2021 due to COVID related disruptions. Any eligible voter, or underage voter who will be 18 years old by the date of the parliamentary election can vote in the primaries.[6]

On 16 November 2020, the Yes Solidarity for Hungary Movement announced that every candidate should be chosen in a primary with a turnout of at least 8–10% and "one candidate [who just] appear in the local media every day" would not be their candidate.[20] In the 2020 by-election for Borsod 06 they supported an independent rather than the candidate of the united opposition.

On 18 November 2020, the Democratic Coalition revealed campaign materials for 38 of the 106 constituencies, each with a DK politician. The party later denied that all of them would definitely be candidates in those particular districts.[21]

In January 2021, Momentum also started to reveal constituency candidates.[22]

Party list[edit]

On 20 December 2020, all six parties agreed on presenting a single party list for the election.[23] The way of creating the list (public election or deals between the parties) is yet unclear.
