Девяносто седьмой Конгресс Соединенных Штатов Америки состоялось заседание законодательного органа федерального правительства Соединенных Штатов, состоящий из Сената Соединенных Штатов и государств Палаты представителей Соединенных . Он собирался в Вашингтоне, округ Колумбия, с 3 января 1981 г. по 3 января 1983 г., в последние недели президентства Джимми Картера и первые два года президентства Рональда Рейгана . Распределение мест в Палате представителей было основано на результатах девятнадцатой переписи населения Соединенных Штатов в 1970 году . Палата представителей имела демократическуюбольшинство. Республиканцы получили контроль над Сенатом, и это был первый случай, когда республиканцы получили контроль над любой палатой Конгресса с 1953 года. Кроме того, голоса некоторых консервативных конгрессменов-демократов - так называемых « долгоносиков » - дали де-факто консервативное большинство в парламенте. Дом по определенным вопросам.
